Emerson T. Brooking is a Resident Senior Fellow at the Digital Forensic Research Lab of the Atlantic Council, where he studies information warfare and content moderation policy. From 2022 to 2023, he served as an advisor in the Office of the Deputy Assistant Secretary of Defense for Cyber Policy and was a writer of the 2023 DoD Cyber Strategy. Brooking is coauthor of "LikeWar: The Weaponization of Social Media" (Houghton Mifflin Harcourt, 2018), which has become a mainstay of professional military education reading lists. He is widely cited in print and broadcast media, and his writing has been published in the Atlantic, Foreign Affairs, and WIRED, among others. Brooking was previously named to the Forbes “30 Under 30.” He holds a BA in Political Science and Classical Studies from the University of Pennsylvania.
