As critical infrastructure sectors become increasingly intertwined with digital networks, the evolving landscape of cyber threats presents unprecedented risks. This presentation delves into the intricate tactics and strategies employed by adversaries targeting Industrial Control Systems (ICS) and Operational Technology (OT) environments. Our talk will provide a comprehensive analysis of three distinct threat personas: a true hacktivist group - CyberArmyofRussia_Reborn (CARR); a quasi-hacktivist group - CyberAv3ngers; and the state-sponsored adversary VOLTIZITE. We will focus on understanding the intent, motivation, and effects of these actors and how their operations impact sectors such as water, electric utilities, oil & natural gas, and telecommunications.
